Container Cargo at Egyptian Ports: When the Manifest Does Not Match the Cargo

A container may arrive at an Egyptian port with a discrepancy between the Manifest, commercial documents and the actual cargo.
Such discrepancies may lead to customs inspection, reassessment, reclassification or detention, potentially resulting in delays and additional costs.
The consequences may extend beyond Customs and affect the relationship between the shipowner, charterer, shipper, receiver and freight forwarder, depending on the nature of the discrepancy and the party responsible for the relevant information and documentation.
The allocation of liability becomes particularly important where the discrepancy delays release or delivery and results in storage, detention, port charges or related commercial claims.
A proper assessment therefore requires examination of the Manifest, commercial documents, actual cargo, customs inspection procedures, contract of carriage and bill of lading.
